Charter schools are:
  • Independent public schools.
  • Operated through a charter contract awarded by either the local district, county school board, state board of education or local college and university system.
  • Typically founded by parents, community leaders or professional educational management organizations, or a combination of all of the above.
  • Free to innovate, largely immune from the bureaucracies inherent to large urban school districts, but with that freedom comes a higher degree of accountability.
  • Open to the public, tuition-free, participate in statewide assessment tests, and do not discriminate in their enrollment.
